You must hope that the economy is going to get better, but do you really expect it to?

There's a lot of confusion about hope and expect. "Hope" is only for something the subject views as positive. "Expect" can be for positive or negative things.

• I hope he's on time, but I expect him to be late.

The confusion probably comes from thinking in Japanese about English; Edict shows this definition:

• 期待 (きたい) (n,vs) expectation; anticipation; hope; (P):

However, Space Alc also shows this as one of the meanings:

• expect【自動】予期する

So you can say something like this:

• My parents expect too much from me. 親の期待が重い。
• Commerce State Bank of West Bend hopes to raise $6.24 million of capital between now and June 30. (However, with the crisis, they certainly can't expect it.)　http://www.bizjournals.com/milwaukee/stories/2009/04/06/daily25.html
• Experts are saying we could expect a crash every couple of years... (but of course no one hopes for a crash.)　http://www.foxnews.com/story/0,2933,512766,00.html
